Here's Conselor
Circuit basically explains that Conselor deliberately damaged his patients' minds so that it would force them to come back so that they would keep on paying him. When they ran out of money, he improsned them. The reason why he didn't just release them is because he wanted to use them as test rats in his experiments basically.
Domon's full name is "Domon Tarou." When Conselor asked his birthdate, Domon replied with "2977." When he questions him on this, he corrects himself and say "1978, June 8." Here's a shot of the 4 Rangers
